Application Filed by Wolff Company

The Wolff Company has resubmitted an application for a Major Modification on the Badger Mountain Public Utility District (PUD). This is why there is a sign posted at the property. The application will now undergo a SEPA (State Environmental Policy Act) review and will likely go to the Planning Commission in September or October for hearings. Neighbors within 300 feet of the land received the "Notice of Application" in their mail. We have attached a copy (below) for your review.
The notice and comment period is for SEPA threshold determination only. There will be another notification to express your view on the application in advance for the Planning Commission hearings. Applewood Estates HOA will keep you advised of review activities and schedules. NOTICE OF APPLICATION
Notice is hereby given that Wolff Enterprises II on July 11, 2011 filed an application for a major modification to the Badger Mountain Planned Unit Development. The proposal consists of a 176 unit apartment complex on 14.94 acres consisting of 8 separate two and three story apartment buildings, a club house, an outdoor pool, 6 carport structures and open parking, all designated as Phase III; together with 15.56 acres of vacant land designated as Phase IV, for which no use is proposed.
The site is located south of and adjacent to Westcliffe Boulevard, west of and adjacent to Brantingham Road, east of and adjacent to Gala Way and north of and adjacent to the plat of Brantingham Greens.
The Richland Development Services Division determined that the application is complete on July 22, 2011. The permit approval required for this proposal to proceed is the approval of a preliminary and final Planned Unit Development.
This proposal is subject to environmental review. The City of Richland Development Services Division is lead agency for the proposal under the State Environmental Policy Act (SEPA). The City is currently reviewing the proposal and will enter a threshold determination at the completion of its review. Opportunity for public comment of the threshold determination will be provided as outlined under the provisions of SEPA. The environmental checklist and related file information are available for review at the Development Services Office or online at www.ci.richland.wa.us.
Any persons desiring to express a view or to be notified of any decisions pertaining to this application should notify Rick Simon, Development Services Manager, 840 Northgate Drive, P.O. Box 190, Richland, WA 99352. Comments may also be faxed to (509) 942-7764. Written comments received no later than 5:00 p.m. on August 15, 2011 will be considered before issuing the environmental threshold determination under SEPA. All persons have the right to comment on this application, receive notice of public hearing(s), participate in public hearing(s), and to be apprised of the decision made on the application and any appeal rights.
The Planning Commission will conduct a public hearing to consider this application as required under Richland Municipal Code 23.50.040. The hearing date has not yet been scheduled. If you have received this notice in the mail, you will also receive notice of the public hearing.
