Apple Valley Ranch Begins!

Construction has recently started on the new Apple Valley Ranch development located between The Vineyards and Applewood Estates. The development will connect Chardonnay Dr with a standard street and sidewalks on both sides. This will be a 4.24 acre parcel and will be subdivided into 11 single family residential lots.
The owner, Kirk Rathbun, informed the city that the quality of homes and covenants will be similar to Applewood Estates. The Planning Commission also addressed concerns back in October of 2010 regarding traffic, width of Apple Cider Court and water run-off. We feel confident that these issues were addressed and look forward to this property development. (See Planning Commission Meeting HERE).
As with all construction, there will be noise and dust. Please remember this construction will be temporary but in the event you have problems, we wanted to give you the following information:
Noise
Rule - Any sound made by the construction between the hours of 9:00 p.m. and 7:00 a.m. which is audible greater than 75 feet from homes is prohibited. Noise violations are enforced by the Richland Police Department. To report a noise violation, call the non-emergency police dispatch number at 509-628-0333. Dust
Rule - Construction that disturbs topsoil and without taking affirmative measures to suppress and minimize the blowing dust whereby it substantially affects the health, peace, and comfort of two or more persons separately residing in their homes is a violation. This is a civil infraction. To report substantial blowing dust, call the city code enforcement complaint line at (509) 942-7739. You should also contact the Benton County Clean Air Authority at (509) 783-1304. (City Code 916.046)
Safety
We want children to enjoy playing outside during the summer but it's vital they stay safe. Construction sites often appeal to young people as they look like giant adventure playgrounds, but they can be extremely dangerous during the day and at night. Please keep out of this construction site.
